Santa Maria Local Officials, Answer the Citizens of Barangay Pulong Buhangin about their Blasting Concerns in Modified Mufflers

Who implements the ordinance? How is it implemented? These are the things that have been cleared out on the conducted interview among the local officials of Santa Maria, Bulacan.

On the said interview, we have gathered answers from the Santa Maria Traffic Management Unit and the Santa Maria Municipal Police as referred to by the Barangay itself. They stated that most of the information they have were based on the higher-ups. 


We request for a copy of the said Provincial Ordinance to the Santa Maria M.P.S. The ordinance given to the local government states what response should be made when dealing with illegal or loud motorcycle pipes. According to the ordinance, the use of loud pipes on motorcycles are prohibited except on the motorcycle's original parts.

If caught for the first time, the perpetrator shall be fined with P1,000 or 1 day of jail time or both depending on the judgment of the authority. P3,000 or 3 days of jail time or both will be the punishment if caught for the second time. For the third time, a fine of P5,000 or 6 months to 1 year of prison time or both shall be given to those who have been caught.


On the same ordinance, we have found out that according to the Provincial Ordinance No. 25-2016, Barangay Tanod/Police and Traffic Enforcer of the Town/City of Santa Maria, Bulacan also have the  jurisdiction in implementing this P.O. No. 25-2016. This is contrary to what the T.M.U. and Barangay Pulong Buhangin stated that they are not the ones who are authorized to implement the said ordinance.


Problems are raging and yet solutions are lacking. This scenario are not so rare for us. Everyday we encounter these problems and everyday we hear about what possible solutions they powerful will make. However, yesterday's problem is still tomorrow's concern. Some may say that it's only a minor problem, but that minor problem may slowly grow once ignored and one day, we may face a huge problem no one can actually think of a solution to.
